What is the difference between flat and hollow soffit?

Flat soffit is thinner and has no internal ribs, so it needs backing timber or a short span behind it. Hollow soffit has ribs and bridges an open eaves gap on its own. Most capping jobs use flat; most full replacement jobs use hollow.

Is the board Irish Oak on both sides?

No. The foil is applied to a white board, so the face is Irish Oak and the reverse is white. On a normal roofline that never shows, but it matters on an open porch soffit or a freestanding canopy where both sides are visible.
